Question

Do you think that the present methodology of poverty estimation is appropriate?

Answer

The present methodology of poverty estimation has its limitations and is often criticized for being too narrow. Whether it is appropriate depends on how poverty is defined.

Here are the reasons why it may not be fully appropriate:

  1. Subsistence vs. Decent Living: The current methodology focuses on a "subsistence" level of living (minimum food and basic needs) rather than a "reasonable" or decent standard of living.

  2. Ignores Qualitative Factors: It mainly considers income and consumption but ignores other essential factors like the quality of education, access to healthcare, safe drinking water, and sanitation.

  3. Human Poverty vs. Income Poverty: The current system tracks "Income Poverty," but "Human Poverty" is a much broader concept. It doesn’t account for social exclusion, lack of job security, or the dignity of individuals.

  4. Regional Variations: While it makes a distinction between rural and urban areas, it often fails to account for the varying costs of living across different states or cities.

  5. Vulnerability: The methodology does not adequately capture "vulnerability"—the higher probability of certain communities (like Dalits or the elderly) falling back into poverty during a crisis.

While the present methodology helps in providing a measurable benchmark for government schemes, it needs to be expanded to include social and qualitative indicators to truly reflect the challenges of poverty.
