The number of people added every decade is steadily increasing despite a declining growth rate because of India's very large base population.
When a low annual growth rate is applied to a very large total population, the absolute increase in numbers becomes very high. For example, a 2% growth rate on a population of 100 million adds 2 million people, but even a lower rate of 1.64% on a much larger population of 1 billion adds over 16 million people.
In simpler terms, because the starting population is already so huge, even a smaller percentage of growth results in a larger total number of people being added.
