(a) Nehru used this expression because the task of building a nation and overcoming problems like poverty, hunger, and disease was an ongoing process. He believed that while independence was a huge achievement, the complete fulfillment of their dreams would take more time and effort.

(b) He wanted them to take a pledge of dedication to the service of India, her people, and the larger cause of humanity. Specifically, he wanted them to work towards the ending of poverty, ignorance, disease, and inequality of opportunity.

(c) He was referring to Mahatma Gandhi.
