A teacher was making preparations for a mock parliament. She called two students to act as leaders of two political parties. She gave them an option: Each one could choose to have a majority either in the mock Lok Sabha or in the mock Rajya Sabha. If this choice was given to you, which one would you choose and why?
If the choice was given to me, I would choose to have a majority in the Lok Sabha.
Reasons:
Control over the Government: The Prime Minister and the Council of Ministers are chosen from the party that has a majority in the Lok Sabha. If the Lok Sabha passes a 'no-confidence motion', the entire government must resign. The Rajya Sabha has no such power.
Financial Powers: The Lok Sabha is more powerful in money matters. Once it passes the budget or any money-related law, the Rajya Sabha cannot reject it; it can only delay it for 14 days or suggest changes.
Joint Sessions: In case of a disagreement between the two Houses on an ordinary bill, a joint session is called. Because the Lok Sabha has more members, its view is more likely to prevail.
Direct Representation: The Lok Sabha represents the will of the people directly, making it the most influential body in a democracy.
