Question

Here are some reports of electoral malpractices from different parts of the world. Is there anything that these countries can learn from India to improve their elections? What would you suggest in each case?

  a   During an election in Nigeria, the officer in charge of counting votes deliberately increased the votes of one candidate and declared him elected. The court later found out that more than five lakh votes cast for one candidate were counted in favour of another.

  b   Just before elections in Fiji, a pamphlet was distributed warning voters that a vote for former Prime Minister, Mahendra Chaudhry will lead to bloodshed. This was a threat to voters of Indian origin.

  c   In the US, each state has its own method of voting, its own procedure of counting and its own authority for conducting elections. Authorities in the state of Florida took many controversial decisions that favoured Mr. Bush in the presidential elections in 2000. But no one could change those decisions.

(a) Nigeria (Case of Vote Fraud)

  • What they can learn from India: India uses Electronic Voting Machines (EVMs) and has an independent Election Commission (EC). In India, representatives of all candidates are present during the counting of votes to ensure transparency.

  • Suggestion: Nigeria should use a centralized counting system monitored by an independent body and allow polling agents from all parties to witness the counting.

(b) Fiji (Case of Intimidation/Threats)

  • What they can learn from India: India has a Model Code of Conduct that strictly prohibits candidates or parties from threatening, intimidating, or bribing voters. The EC has the power to cancel the election or disqualify candidates who use such tactics.

  • Suggestion: Fiji should strictly enforce a code of conduct and provide adequate security to voters to ensure they can vote without fear. Those spreading communal or ethnic threats should be prosecuted.

(c) USA (Case of Decentralized/Biased Authority)

  • What they can learn from India: In India, there is a single, independent Election Commission that has the authority to conduct elections for the entire country. This ensures uniform rules and prevents state governments from making biased decisions.

  • Suggestion: The US should have a unified, independent national body to oversee federal elections. This would ensure that the rules of voting and counting are the same across all states and that decisions cannot be easily manipulated by local officials.
