We, the tribal inhabitants and forest dwellers of Piparia, Hoshangabad, are being forcibly displaced from our ancestral lands in the Satpura National Park and nearby sanctuaries. This displacement is an attack on our Right to Life and Livelihood. Our culture, beliefs, and survival are deeply tied to these forests. We have lived here for generations without harming wildlife. We request the NHRC to intervene and stop this eviction to protect our fundamental rights.

The government maintains that the relocation of people from Satpura National Park and Bori Wildlife Sanctuary is essential for the protection of endangered wildlife and the maintenance of ecological balance. The presence of human settlements in core areas leads to man-animal conflict. This displacement is part of a larger development plan for the region. The government is committed to providing a rehabilitation package and alternative land to all affected families.

NHRC Case Report: Displacement of Tribals in Hoshangabad
After reviewing the petition from the forest dwellers and the government’s response, the NHRC concludes the following:
Human Rights Concern: Forced displacement without adequate consent or compensation violates the basic human rights of the tribal population.
Environmental Concern: While wildlife protection is necessary, it should not come at the cost of the fundamental right to livelihood.
Recommendations:
The government must ensure a transparent rehabilitation process with proper housing and land allocation before any eviction.
A committee should be formed to check if some dwellers can be integrated into forest conservation efforts instead of being displaced.
No eviction should take place until the basic amenities (schools, healthcare) are functional at the new relocation site.
